Obvious to locals, invisible to visitors
There is a simple reason guidebooks leave this out: to the people who live here it is too obvious to be worth explaining.

Milonga is Spanish for a tango dance gathering — and the shop plays nothing but tango records, open to close. It is loud; for conversation, go next door.
What it is
Chiyoda is a ward where government offices meet the old-book quarter. The velvet on the armrests has worn to a shine. You can only guess how many people sat in that same seat. A hot towel and water come first. After that, not rushing is the unwritten rule. Around two in the afternoon, once the lunch peak has passed, is the quietest window. Leave large bags in a station locker; there is not much room inside. One stop off the tourist line and this is what appears — that is the nature of this city.
