Obvious to locals, invisible to visitors
There is a simple reason guidebooks leave this out: to the people who live here it is too obvious to be worth explaining.
A ward-run traffic park, so nothing costs money. You can borrow pedal go-karts, bicycles and tricycles for a course laid out with real traffic lights, and pony rides and guinea-pig handling are free too. Few places in Tokyo offer that combination for nothing, all day.
The park never closes, but each facility keeps its own hours. The ride equipment runs 9:00–16:30 with sign-up ending at 16:00. The animal exhibit, pony rides and petting corner operate Wednesday to Sunday and holidays only, closed Mondays, Tuesdays and the day after a holiday. Turn up on a Monday and only the rides remain.
A shallow water play area opens in summer, but you cannot use the pony rides or petting corner in a swimsuit or in wet clothes, and on very hot days the animal sections may be suspended altogether. Play in the water first and you forfeit the animals, so plan the order.
What it is
Katsushika is a ward where Shibamata and old-fashioned warmth remain. This is not a groomed tourist route — keep an eye on your footing and on passing bicycles. Toilets are far off. Sort that out at a station or park beforehand. Arrive at opening and seating is no issue — though turnover is brisk, so lingering is hard. Menus are often Japanese-only; showing a photo or pointing works perfectly well. One stop off the tourist line and this is what appears — that is the nature of this city.

Why locals keep coming
Few people about, so no other tourists end up in your frame. It is barely hashtagged. Being a view not yet consumed is itself the value.
